If a disease attacks on the body, it is an immune
system and proper functioning of organs that help to reduce its spread in the body.
Diseases attack on almost every person, but a person who has well functioning
organs and systems manages to combat its adverse effects. Similarly, problems
come to every community, state and nation. These problems cause less damage to
states that have the backing of strong justice system, well developed state
institution and proactive administrative system equipped with modern tools.
Terrorism as a disease and a problem to
reckon with violently stroked Pakistan. However, it is lethal and inhuman in its nature, had we would have well
functioning state institutions and a justice system cognizant with modern needs
terrorism would not wreak as much havoc as it has inflicted today. It has
suffered hearts, minds and psyches of every man, women and even kids. Its worst
victims in fact, aren’t those who directly targeted by an attack, but are
survivors and those who have developed some fear or mental illness.
As it is elaborated, only well functioning
systems and properly developed institutions manage to combat these assaults, but
the army is the only institute in Pakistan successfully fighting these
undeclared attacks. Other institutes are weak and unable to contribute fully to
fight terrorism. Practically, political masters are responsible for the erosion
of these institutes; they remind them corrupt for petty personal and political
advantages.
Our political elites are self serving,
corrupt and lack stature of a true leader. Some of them lack vision and
political acumen to build an institution. The most annoying fact is that after
losing more than a hundred thousand people, and multi billion dollars in fighting
terrorism, they still appear lethargic and unable to carve out any feasible
strategy to fight this menace. The only thing they are doing is attaching
excessive responsibilities to the army, which is only developed institute, we
have left, also it is developed by passing through self-development stages and
any politician did not do anything for its development.
Strategically, excessive involvement of army in
administrative activities is an alarming sign. This administrative flaw can be discerned
from a number of ways first, it exposes the ineptness of our so-called leaders.
Second, excessive army involvement in every affair may erode its strength and
may be burdensome for him. Third, fighting against a foe which looks similar to
a companion is arduous- a single mishap or unhappy event can tarnish army image
as it happened in the case when a Sindh Rangers personnel shot a youngster in
Karachi. Fourth, it is true that we cannot win this war without the support of the
Army; it is also true that we cannot establish lasting peace without proper
civil administration.
Along with army operations, there should by a
civil administration conducting dialogue and winning the hearts and minds of
those who distract from the path of peace. Whenever army clears an area from
terrorist, there should be state apparatus functioning there with Police
administration, proper justice system, education and economic system. If it is
not done, botched assault of terrorist may occur intermittently. Also, we need
visionary leaders who may diplomatically fight our cause against terrorism by
unmasking states and groups reaping their benefits by fanning the flames of terrorism.
Introducing military courts means our justice
system is outdated and unable to fight modern forms of crimes. Use of Rangers
and army in cities against the mercenaries and politically supported crimes and
terrorism means that Police is politicized and unable to fight criminals. Army
themselves running de-radicalization centers, building educational institutes
and establishing sports complexes, it means that civil bureaucracy and
political administration have failed to administer things. For organizing a
cricket match to hosting a multi state meeting army performs everywhere. On one
side this proves commitment of army establishment, and on the other side, it is
a matter of shame for those who have been enjoying government status multiple
terms.
Injustice, corruption, ignorance, poverty and
weak administrative control are root causes of terrorism, without addressing
these problems peace cannot be established. Over the time, only civil
administration had to maintain these issues, so they may not result in some
extreme form, as they ended in the form of terrorism. It is time for our
politicians to do something to establish peace. They have not done anything
constructive during the tirade of recent bloody terrorism. The army should perform
their professional duties of national importance. Its excessive use is
dangerous if, heaven forbid, it gets in disarray the country can be converted
into another Libya or Syria. It appears that is the tactic o enemy to engage
army that is may weaken to get their nefarious gains.
